Economist with a Ph.D. from FLACSO Mexico and advanced training at the London School of Economics and the University of Barcelona. Former Director of Economic Studies and Concentrations at COFECE, with expertise in economic competition, spatial econometrics, and infrastructure project evaluation.

He has worked as a consultant for the IDB, ECLAC, UNDP, and various governments across Latin America. He is the author of a book and academic articles in applied economics, and a professor at FLACSO Mexico, combining executive leadership, international strategic advisory, and academic work.

Senior Economist trained at the London School of Economics (LSE), with over 20 years of experience in economic policy, regulation, and governance. He served as Vice Minister in the Ministries of Economy and Hydrocarbons and Energy, and held management positions in pensions, electricity, and statistics.

Internationally, he served on the Board of the Gas Exporting Countries Forum in Qatar and was an advisor in the United Arab Emirates. He has worked with the WB, UNEP, GIZ, and the EU. He was a professor at the Catholic University of Bolivia (2004–2019).

Specialist in PPP, structuring, and fiscal management certified by the World Bank. He served as Director General of Public Investment in Nicaragua and worked as a consultant for the WB, IDB, ECLAC, and CABEI.

He has advised various ministries across Latin America, is the author of applied articles and regulatory guides, and is a lecturer in his field.

He is a lecturer at the Faculty of Sciences and IIMAS at UNAM and at the Universidad Internacional de la Rioja, Spain.

Political Scientist with a Ph.D. and a Master's degree in Social Sciences Research from FLACSO Mexico. Her career combines applied research and public policy analysis, specializing in qualitative methodologies and gender studies.

She has led projects aimed at strengthening governance and supporting civil society organizations, generating strategic evidence from a community perspective for the design and implementation of inclusive and sustainable policies.
